Hon. David A. Kemah

Hon. David A. Kemah, MBA, CPA, is the Director General of the Internal Audit Agency (IAA) of the Republic of Liberia, where he provides strategic leadership in strengthening internal audit, accountability, governance, risk management, and internal controls across Liberia’s public sector.

A seasoned accounting and public financial management professional, Hon. Kemah brings extensive experience in financial reporting, internal controls evaluation, general ledger accounting, government budgeting, financial operations, tax planning and preparation, and the auditing of public institutions. His professional background combines strong technical expertise in accounting and auditing with a commitment to improving the efficiency, transparency, and accountability of public-sector institutions.

Hon. Kemah holds a Master of Business Administration (MBA) in Business Administration from Nichols College in the United States and a Bachelor of Business Administration (BBA) in Accounting from the University of Liberia. He is a Certified Public Accountant (CPA) and maintains professional affiliations with recognized accounting bodies, including the American Institute of Certified Public Accountants (AICPA), the Virginia State Board of Accountancy, and the Maryland Board of Accountancy.

As Director General, Hon. Kemah is responsible for providing strategic direction to the Internal Audit Agency and advancing its mandate to strengthen the internal audit function throughout Liberia’s public sector. Under his leadership, the Agency continues to emphasize professionalization, capacity development, risk-based auditing, effective internal controls, and stronger collaboration with public institutions.

Hon. Kemah has consistently advocated for an internal audit function that is professional, constructive, and focused on helping public institutions improve their operations. He views internal auditors as strategic partners in strengthening government systems, safeguarding public resources, managing institutional risks, and promoting sound governance.

His leadership priorities include building the professional capacity of Liberia’s internal auditors, strengthening the use of technology and data analytics in auditing, improving compliance with applicable laws, policies, standards and professional practices, and fostering a culture of integrity, transparency, accountability, and continuous improvement across the public sector.

Through the IAA’s strategic direction, Hon. Kemah continues to champion the Agency’s commitment to its public-service mandate: helping government institutions do the right thing, the right way.
